The September 2011 issue of IDI’s Terrorism and Democracy Newsletter includes four articles. The first three articles review recent decisions issued by the Israeli Supreme Court. In the first article we discuss a decision by the Supreme Court to reject an appeal in a tort claim involving the death of a 15 year-old Palestinian boy who was misidentified as a terrorist and killed by IDF snipers. The second article reviews a decision to reject a petition against the route of the separation barrier in the Jerusalem area. The third article relates to a decision to confirm a recent change in the IDF’s investigation policy of alleged crimes committed during counter-terrorism operations in the West Bank. In the fourth and last article we provide a short update on the recent changes in UK law on universal jurisdiction, making arrest warrants sought in UK proceedings involving allegations of international crimes subject to the approval of the Director of Public Prosecutions.

IDI’s monthly Terrorism and Democracy Newsletter aims to shed light on some relatively unknown measures and policies adopted by Israel or related to Israel, and to foster discussion on the balance between security interests on one hand, and democratic principles and human rights on the other hand. It surveys recent developments in Israeli law and practices that are intended to reduce or repress terrorist threats. IDI believes that a greater knowledge of Israel's experience in this area may be of value to other societies. We also believe that engaging in international and comparative discourse about Israel's experience is valuable to Israeli society.
