The November 2011 issue of IDI’s Terrorism and Democracy Newsletter includes four articles. The first article reviews the 2010 annual activity report of the West Bank military courts. The report provides statistical data regarding the number and types of cases brought before these courts. In the second article, we discuss a decision by the Be’er Sheva district court to approve the request of the State to require Palestinian plaintiffs to submit monetary collateral to ensure the State's litigation expenses if the court rules in favor of the State in a tort action related to Operation Cast Lead in Gaza. The third article summarizes a Jerusalem district court decision to reject the State’s appeal of a magistrate court decision requiring the State to compensate the family of a Palestinian boy killed in Jenin in 2002. In the fourth and final article, we discuss a decision of the Nazareth district court sitting as an administrative court regarding a petition brought by an Israeli citizen protesting the decision to deny his request for a passport because of his past involvement in terrorism.

IDI’s monthly Terrorism and Democracy Newsletter aims to shed light on some relatively unknown measures and policies adopted by Israel or related to Israel, and to foster discussion on the balance between security interests on one hand, and democratic principles and human rights on the other hand. It surveys recent developments in Israeli law and practices that are intended to reduce or repress terrorist threats. IDI believes that a greater knowledge of Israel's experience in this area may be of value to other societies. We also believe that engaging in international and comparative discourse about Israel's experience is valuable to Israeli society.
