In recent years, there has been a steady increase in the severity of punishments meted out by the criminal justice system in Israel. As a result, there are increasing numbers of prisoners in overcrowded prisons, which impedes the rehabilitation of convicted offenders. What are the desired directions of policy in the treatment of criminals and in the development of punishment policy? And what is the ultimate goal of incarceration – retribution, deterrence, or rehabilitation?
